NATIONAL NEWS UPDATE

High Quality Care for All:
Next Stage Review final report launched.

Lord Darzi launched the Next Stage Review final report on Monday 30th June 2008. High Quality Care for All sets a new foundation for a health service that empowers staff and gives patients choice. It ensures that healthcare will be personalised and fair, include the most effective treatments within a safe system, and help patients to stay healthy. www.ournhs.nhs.uk

The implications of the report for nurses and midwives are detailed in the Department of Health publication, Framing the Nursing and Midwifery Contribution: driving up the quality of care, available here.

Framing the Nursing and Midwifery Contribution outlines plans to measure the quality of nursing care through a set of metrics which will encompass safety, effectiveness and compassion. In support of this the role of the nurse in a modern society will be reaffirmed. Two papers – ‘the role of the nurse’ and ‘nursing metrics’ are due to be released in Autumn 2008.

These key themes will be addressed throughout Healthcare Events nursing conferences, giving delegates the opportunity to learn how they can take the lead in quality improvement, and implement measures that will define and recognise the quality of nursing care.

Nurses and midwives are the largest frontline clinical group in the NHS. They are the people who are in most close contact with patients and users throughout the day and night in all healthcare settings. They make an enormous contribution to the development of the quality of healthcare. This has always been so, and nurses and midwives themselves are traditionally held in high regard in the minds of patients, clients and the public.

High Quality Care for All gives us the impetus and the mechanisms. Delivering this level of improvement is a challenge we can unite around, and success will be our contribution to the NHS in this, its sixtieth year. Department of Health: Framing the Nursing and Midwifery Contribution.

Measuring and Improving Clinical Outcomes
and the Quality of Nursing Care

Measuring and Improving Clinical Outcomes and the Quality of Nursing Care will specifically focus on implementing the recommendations following the launch of High Quality Care for All. Providing nurses with a national update on the implications for them and nursing care, an overview of the proposed metrics, and how to implement the measurements to review and monitor key indicators to evaluate clinical outcomes and the quality of nursing care.

End of Life Care Strategy launched

The End of Life Care Strategy: promoting high quality care for all adults at the end of life was published on Wednesday 16th July 2008. The strategy aims to provide adults approaching the end of life with more choice about where they would like to be cared for and die. It encompasses all adults with advanced, progressive illness and care given in all settings.

Delivering the End of Life Care Strategy

A one-day two stream conference providing an important opportunity to learn about how the End of Life Care Strategy will be delivered, with keynote addresses from Eve Richardson Chief Executive National Council of Palliative Care and Professor Mike Richards Chair End of Life Care Strategy Advisory Board.

Nursing Older People on the Wards

Lean and the Productive Ward

Lean is a practical way of looking at and improving processes to maximise value and eliminate waste and error. It is an approach that seeks to improve process flow by assessing the value achieved from each step in the process and eliminating any steps that do not add value to staff or patient.

The Productive Ward: Releasing time to care programme designed by the NHS Institute for Innovation and Improvement uses lean principles to eliminate waste and allow nurses more time to spend on direct patient care.

The national target to double the number of Matrons to 5000 has been exceeded; “Additional matrons have been recruited and given greater powers because if cleanliness is not up to scratch we expect matron to order additional cleaning and ensure that the highest standards are met or ensure that the cleaning contract is changed.

“There is no single golden bullet in the fight against infections. That is why we are attacking on many fronts, including isolating patients with infections, screening for MRSA and stringent hand-washing across the NHS. These are already producing improved results. MRSA and C difficile infection rates are falling and we are on track to halve the rate of MRSA.”

This conference will begin with a keynote address on ensuring this increase is sustained and the national support for the role. Current, new and aspiring Modern Matrons will learn how to develop their skills in tackling hospital acquired infections, driving up standards of patient care and providing leadership on the wards.

Following the NHS Next Stage Review Patient Reported Outcomes Measures (PROMS) will be used alongside clinical outcomes to measure safety, patient experience and patient’s views about the success of their treatment.
Pre-Assessment nurses can support the implementation of PROMS by informing the patient at the beginning of their hospital stay.

Pre-assessment is recognised as fundamental to ensuring a streamlined patient journey, and has played a key part in achieving the 18-week patient pathway target, particularly through the development of one-stop clinics.
